The Facilities Planning Department serves as the College's Building Department and issues building construction permits and performs its own inspections. Other permits (St. Johns River Water Management District, Florida Fire Codes and when necessary Health Department Permits) are handled by other agencies.
While the Facilities Planning and Construction Departments at some educational entities also handle Security, Transportation, Custodial or Maintenance and repairs, these services at Daytona State College are the responsibility of other departments.

"Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under chapter 120, Florida Statutes."

In accordance with Daytona State College Procedure 808, it is required that all construction contractors be pre-qualified based on rules prescribed by the “State Requirements for Educational Facilities”. The process for pre-qualification of construction contractors is held once a year beginning in the month of April. The certificates issued are valid for one-year from July 1st – June 30th.

Contractor Certificate of Pre-Qualification
In accordance with Daytona State College Procedure 808, it is required that all construction Contractors be pre-qualified based on rules prescribed by the "State Requirements for Educational Facilities". The process for pre-qualification of General Contractors is held once a year in the month of April. The certificates issued are valid for one year from July 1st to June 30th.
Contracting firms who wish to submit proposals or bids for Daytona State College projects must hold a current Certificate of Pre-Qualification.
Applications are not currently being accepted for GENERAL CONTRACTORS.
PLEASE NOTE: Only one (1) email can be used to notify the firm of any RFQs, RFPs or ITBs. What some firms do is set up a distribution list email (i.e. email@example.com) in order to add or remove emails internally to that list. That way, if someone leaves the company, the notifications are still being received.

Once received, the Contractor Pre-Qualification Committee reviews the application and makes its recommendation to the District Board of Trustees. After the Board approves the recommendation, the signed Certificate is issued.
The permitting process is a responsibility of the Department of Facilities Planning and Construction.
Building and construction permits for any project that includes New Construction or Remodel, and for Renovation projects in excess of $50,000 require a permit, in accordance with Florida Statutes.

Permit applications can only be made by Licensed Contractors registered in the State of Florida. When required by Law, signed and sealed plans must be provided.
Applications should include:
- Copy of current license
- Certificate of Insurance with Daytona State College listed as additional insured
- Bond (if applicable)
- 2 sets of signed/sealed drawings & specs
